I paid through paypal and was directed to a page to enter my registered email address to receive the password, but it said my address that I paid with through paypal was not registered. I didnt receive an email with download instructions or land on a page to download the script.

It's really up to you as far as the download goes. If you have it and can easily email it, that is fine. If it is too much work to get it all together a refund is fine too.
